So what about when we add 的 teki?

You use this suffix to add to a noun to make an adjective that describes a characteristic.

You need to use Teki 的 after Kihon 基本 if you want to directly describe a noun as being fundamental or basic.

This is a fundamental problem 

In this sentence the speaker is describing the problem (noun) as being fundamental. 

In this next sentence the speaker is describing a meaning as being fundamental. 

その基本的な意味は変わらない。
Sono kihontekina imi wa kawaranai
The basic meaning of it remains the same.

Kihonteki ni Bukiyou na Hito Desu
Fundamentally he is a clumsy person 

The speaker is using Kihontekini 基本的に to say the English equivalent of “fundamentally” in Japanese. 

基本的にあなたの意見に賛成です。
Kihonteki ni anata no iken ni sansei desu 
Basically, I agree with your opinion.

In this example the speaker is saying that they “basically” agree.
